Presenters: Russ Bland and Julie Noble with Antony Jaques and Jo Rafferty

Russ Bland is Head of crime, fire and health and safety resilience for the Risk Protection Arrangement (RPA) and has been in the Civil Service for over 35 years, the last 20 years working in health & safety, emergency management and physical security, including for the MoD and the College of Policing. His team identify where investments in mitigation measures in schools could be made to reduce the potential impact of losses where the highest risks exist.

Julie Noble is a Fire, Health and Safety Resilience Technician for the Risk Protection Arrangement (RPA) and has been in the Civil Service for seven years, working in health & safety and fire safety, joining the DfE two years ago. Julie works within Russ’s team to identify where investments could be made to reduce impacts on schools relating to fire, health and safety, and conducting both on site and remote assessments for schools as part of the RPA resilience strategy. Julie is a technical member of IOSH (tech IOSH) and The Institute of Fire Engineers (T ifireE).
