Taking the plan off the page – Defining, Designing and Delivering a Capital Programme

By 2018 one of the core aims of Hull’s strategic plan underpinning the BSF programme, reversing the pupil drift of parents selecting schools outside the LA, had been achieved and the city’s schools were at or approaching capacity.

The Council reached out to the Local Education Partnership (Esteem) for help.

In September 2023 as the city reached it’s projected peak of secondary aged pupils and the  “final” piece of the puzzle was handed over – as the partnership had delivered it’s 2,000th place.

This panel discussion will walk through how the Council and LEP worked together to define, design and deliver a capital programme that addressed the shortfall in a strategically planned and phased way using a variety of delivery methods.
