Biography

Paul is a Chartered Civil Engineer with a background in major project and programme management across the public and private sector. In September 2016, Paul became a Divisional Director in the Capital Group within the Department for Education. In this role, Paul heads up the capital delivery the free schools programme, acquiring sites and constructing new schools across England.

Prior to joining the DfE, Paul was Deputy Director for capital programme delivery at the Environment Agency, managing the £250m pa asset investment programme, taking complex flooding schemes from strategy through to construction.

Paul is active in the construction sector across Government and is a member of the Government Construction Board, representing the DfE. Paul is also currently chair of the Cabinet Office’s Strategic Delivery Group, the group charged with coordinating the implementation of the Government Construction Strategy.
