Colm is a development and regeneration expert with longstanding experience in delivering complex projects and successfully embedding progressive design principles. He is Group Director of Capital Projects for the New City College FE group, delivering major campus redevelopment and extension projects throughout their estate.

Colm is also Founder of Soft Cities, a development management practice, and Chair of London CLT, an affordable housing organisation delivering community-led homes on a variety of sites across the capital. He has held a variety of Director-level positions in local and regional government for over 20 years, working collaboratively with private and public sector partners to deliver major housing and regeneration programmes across London. He sits on the Design South East expert panel providing design review and analysis services across SE England, is a regular contributor to housing, architecture and construction related publications promoting equitable housing models, good design and responsible urbanism.
