Gemma leads the Project and Technical arm of the DfE’s Private Finance Team with responsibility across the PF portfolio, including the legacy PF estate, the recently procured PSBP Private Finance Programme and PF expiry. Gemma has spent the last 16 years as a project and programme practitioner within the public sector within both local and central government specialising in PPP and School delivery.
