Graham is recognised as one of the UK’s leading legal experts in the education sector. He has specialised in the sector for over 20 years—advising schools since 2002 and academies since the programme began in 2003.Graham originally qualified as a PFI lawyer establishing projects for schools as well as for social housing. He has also advised on establishing public private partnership projects for university student accommodation as well as for the health sector. He has since advised on the conversion and transfer of numerous schools and academies which occupy premises procured under the private finance initiative (PFI). He therefore understands how PFI projects are structured, the interests of each party, how they are intended to work in practice and the options for schools and trusts in resolving the condition of the buildings and recovering other monies they are entitled to.
