Neil Cutting

Project Director, WEPCo

Neil has worked for the Welsh Education Partnership Company (WEPCo) since its inception in 2020. An experienced leader in the PPP/PFI market, he has contributed to the recent delivery of all new schools under the Mutual Investment Model in Wales. He’s now working on proposals for the redevelopment of a city centre site for one of the largest colleges in Wales and leading the team delivering two new college campuses for CAVC. An engineer by profession, Neil also holds a postgraduate qualification in Leadership, Innovation and Management from the University of York. He works closely with WEPCo’s Chief Executive Officer, Christian Stanbury, and the Llywodraeth Cymru / Welsh Government on more strategic matters affecting the MIM programme such as the project pipeline, procurement options, value for money and other areas concerned with overall effectiveness and efficiency.

Reflecting on the impact of MIM Neil says: “MIM has enabled the Welsh Government to set out clear guidelines about what each of our buildings need to achieve. For example, delivering facilities that are Net Zero Carbon in operation and focussed on quality assurance to ensure excellent build and service delivery. Our purpose is to make a positive impact on local communities, businesses and the wider Welsh economy, delivering social value and community benefits through our projects and partnerships. When all these things align, the sky is the limit for building transformative education facilities in Wales.
