Paul is a Chartered Civil Engineer with a background in major project and programme management across the public and private sector. Paul is a Divisional Director in the Capital Group part of the Education and Skills Funding Agency (ESFA) and works closely with Free School programme colleagues in the Department for Education. Since September 2016 Paul has headed up the capital delivery of Free Schools, acquiring sites both directly and through arms-length body LocatED, and constructing new schools across England.
Prior to joining the ESFA Paul was Deputy Director for capital programme delivery at the Environment Agency, managing the £250m pa asset investment programme, taking complex flooding schemes from strategy through to construction. Whilst at the Environment Agency Paul led the Flood Forecasting Centre, a joint venture with the Met Office providing vital warning services to professional partners. Paul’s private sector experience includes working for Mott Macdonald and Atkins for a number of years in engineering and project management roles and Paul spent two years overseas as an engineer working for Voluntary Services Overseas in Guyana.
Paul is active in the construction sector across Government and is a member of the Government Construction Board, representing the ESFA. Paul is also currently chair of the Cabinet Office’s Strategic Delivery Group, the group charged with coordinating the implementation of the Government Construction Strategy.
