In contrast, a poorly managed non-centralised model can cause fragmentation and inefficiency, especially as the trust grows, but it can be effective when well-managed. This session will look at both models and also explore a third option: Estate Codification, which involves the development of a set of rules or guidelines that form a consistent system of works and improvements.
